CTEM programme support: which tools help you run continuous threat exposure management

SHORT ANSWER

CTEM, continuous threat exposure management, is a programme rather than a product: a repeating cycle of deciding what matters, finding exposures, ranking them, proving which are real and getting them fixed. Tools support it when they cover several of those steps in one loop. No tool is a CTEM programme on its own; the programme is the people, scope and decisions around it.

What does CTEM programme support do?

A CTEM programme runs in cycles. Each cycle starts by agreeing what is in scope, often a business service or a set of subsidiaries rather than the whole estate, and ends with fixes done and checked.

Tools help at each step: discovery finds the assets, prioritisation ranks the findings, validation proves which are exploitable, and workflow routes each fix to an owner and confirms it. A tool that covers several steps in one place reduces the hand-offs.

Gartner, which coined the term, describes CTEM as an approach to continually evaluate the accessibility, exposure and exploitability of assets. Our CTEM explained page covers the definition and the cycle in more detail.

When do you need it?

  • Your backlog grows faster than you close it, and nobody agrees what to fix first.
  • Several teams, subsidiaries or regions own internet-facing assets.
  • You need to show progress as reduced exposure, not as tickets closed.
  • Leadership has asked for a CTEM programme and you need to decide what tools it requires.

Where does it stop?

A tool that covers every step still needs people to set scope, accept risk and own fixes. Buying CTEM programme support without agreeing who decides what is in scope, and who fixes what, usually produces the same backlog in a new console.

What should you ask a vendor?

  • Which steps of the cycle does your product cover, and which do we cover elsewhere?
  • Can we scope a cycle to a business service or a subsidiary?
  • How do you show that an exposure was fixed, not just that a ticket was closed?
  • What do you report to leadership at the end of each cycle?

Questions readers ask

Who defined CTEM?

Gartner. Its public press releases of 16 October 2023 and 22 February 2024 describe CTEM and forecast that by 2026 organisations prioritising security investments based on a CTEM programme will realise a two-thirds reduction in breaches.

Is CTEM the same as exposure management?

They are close. Exposure management usually names the category of tools; CTEM names the programme that uses them in a repeating cycle.

Which vendors describe the whole cycle?

The table above shows it from each vendor's pages. We mark a vendor as described when its pages cover discovery, prioritisation, validation and remediation workflow, and with a condition when one of those is missing or sits in another product.
